Information Requirements
Applicants to the Loans to Public Bodies Program will be required to provide financial information about themselves, details about the requested loan, and the project being financed, including:
General Information
- About the proposed loan, including who the borrower is, the amount and purpose of the requested loan, term of the requested loan, and when financing would be required.
Project Business Case
- Project details (executive summary, scope, budget, governance, risk management, and timelines).
- Any Request for Proposal, business plan and process map, the vendor selected to deliver the project, and contract costs breakdown.
Financial Information on the Project and the Applicant
- Audited financial statements for the applicant for the past three fiscal years.
- Detailed revenues and expenses cash flow forecast over the loan term, at both corporate and project levels. Applicants should use the template below when submitting the cash flow forecast to the OFA.

Project Approval Documents
- Board approval for the project and associated financing.
- Oversight ministry’s written approval of the project, as well as support for the borrowing from the OFA.
Other Information and Documentation
- The OFA may require additional information or documentation depending on the nature of the project and the public body seeking financing.
